Here is why -
A civil society activist in Juba has said that the bodies of 16 civilians were recovered around Jebel Teak area in Western Bahr el Ghazal’s capital, Wau. However, the group behind the killings is unknown. Wau is located in a region that has repeatedly changed hands between government troops and rebels loyal to former vice-president Riek Machar since the country descended into civil war in 2013. The town itself and the area where the bodies were discovered is held by forces loyal to President Salva Kiir.
