According to the press statement of the National Salvation Front (NAS), the advice is aimed at protecting civilians from imminent atrocities by joint SSPDF and SPLA-IO forces after the SSPDF announced on 4 May 2020 that UNMISS and all NGOs are barred from traveling along these roads. This move is suspected of providing cover while denying these NGOs access to evidence of the humanitarian catastrophe in the making.
