A witness overheard the details of the meeting of the gang group and reported it. Gang violence is so common in South Sudan's major urban centers. Plenty of young people have formed groups locally known as "crews" that are armed with panga knives and other crude weapons which they use to attack residents. The gangs have been accused of robbery, rape, killings and causing injuries to plenty of people in many places including in the town of Malakal.
